NOTICE UNDER TURKISH LAW NO. 6698 ON THE PROTECTION OF PERSONAL DATA (KVKK)

As Ermenek Municipality, we attach the utmost importance to the security of your personal data under Law No. 6698 on the Protection of Personal Data ("KVKK").

PERSONAL DATA WE COLLECT:
Through our mobile application, the following personal data may be collected:

• Identity data: name, surname, national ID number (optional — only for identity verification in Freedom of Information requests)
• Contact data: phone number, e-mail address
• Visual data: photographs uploaded with complaints/requests
• Location data: used only for in-app map features; not stored
• Device data: a push-notification token used to deliver notifications to your device. This identifier is not linked to your identity/contact data and is deleted once it is no longer needed.

PURPOSES OF PROCESSING:
• Providing and improving municipal services
• Evaluating complaints, requests and applications
• Communicating with and informing citizens
• Fulfilling legal obligations
• Improving service quality

LEGAL BASIS:
Your personal data is processed on the legal grounds set out in Articles 5 and 6 of Law No. 6698, including: explicit provision by law (Municipality Law No. 5393, Freedom of Information Law No. 4982), fulfillment of a legal obligation of the data controller, necessity for the establishment, exercise or protection of a right, and legitimate interest — provided your fundamental rights and freedoms are not harmed. Use of the AI assistant is additionally based on your explicit consent.

AI-ASSISTED SERVICES:
Our application includes an AI-powered chatbot assistant. As part of this service:
• Your messages are processed by AI models to generate answers and to search within documents (vectorization/embedding)
• These models run on servers located in Türkiye; your chat data is processed domestically and is not transferred abroad
• Your chat data is used solely to provide the service; it is not used to train AI models or for advertising purposes
• You are advised not to share personal information with the chatbot
• Do not enter sensitive information (national ID number, passwords, etc.) into the chatbot

DATA RETENTION PERIODS:
Your personal data is retained for the period required by applicable legislation or for the purpose it was collected for:
• Complaint and request records: statutory retention periods under Municipality Law No. 5393
• Freedom of Information requests: as required under Law No. 4982
• Other data: periods specified in the relevant legislation

DATA SECURITY:
• All data is transmitted over an encrypted connection (HTTPS/SSL)
• Data is protected against unauthorized access through technical and administrative measures
• Databases are stored on secure servers
• Staff sign confidentiality undertakings

SHARING WITH THIRD PARTIES:
Your personal data is not shared with third parties beyond legal requirements and service provision. However:
• The AI chatbot service runs on servers located in Türkiye; chat data is processed domestically and is not transferred abroad
• Data may be shared with public authorities where legally required
• Push notifications are delivered through Google Firebase Cloud Messaging (FCM) and Apple Push Notification service (APNs), whose infrastructure is located abroad; this technically constitutes a cross-border data transfer. Notifications DO NOT contain your name, contact details, or the content of your request — only a generic message (e.g. "there is a new announcement") is sent, and details are shown only inside the app. The only technical data involved in this transfer is the notification identifier assigned to your device by the relevant service (Google/Apple); this identifier is not linked to your identity or contact information.

AUTOMATED DECISION-MAKING:
The Municipality does not make any decision producing legal effects against you based solely on automated analysis of your personal data. The AI assistant is for informational purposes only; complaints, applications and official transactions are reviewed and finalized by authorized staff.

YOUR RIGHTS (Article 11 of KVKK):
Under Law No. 6698, you have the right to:
• Learn whether your personal data is being processed
• Request information if it has been processed
• Learn the purpose of processing and whether it is used accordingly
• Know the third parties, domestic or abroad, to whom your data is transferred
• Request correction if it has been processed incompletely or incorrectly
• Request deletion or destruction of your data within the framework set out in KVKK
• Request that correction, deletion or destruction be notified to third parties to whom the data was shared
• Object to a result to your detriment arising from analysis exclusively through automated systems
• Claim compensation for damages arising from unlawful processing
